Robert Haveman is John Bascom Professor of Economics and Public Affairs at the University of Wisconsin-Madison and former director of the La Follette Institute of Public Affairs. On leave for the academic year 1996-97 at the Netherlands Institute of Advanced Study, Professor Haveman was engaged in research on issues of human capital utilization and the determinants of children's attainments. The following article is excerpted from a paper he presented at an OECD ministerial conference, “Towards 2000: The New Social Policy Agenda.” A more complete version of the paper was published in the Boston Review, Summer 1997.
